Recruiting children

Why is one of these images apparently acceptable, and the other not? Does it matter that one is "for real," and the other is a Boy Scouts-endorsed weekend simulation activity? What's the difference between uniformed, armed teens in the Congo, and uniformed, armed teens in California? Is there a connection between the fact that child soldiers are massively vulnerable to sexual abuse, and that there "have been numerous cases over the last three decades in which police officers supervising Explorers have been charged, in civil and criminal cases, with sexually abusing them"? What are the race, class and gender dynamics at work here?

Today's NYT piece on the Explorers program, with startling slideshow.
